Checking in on State HIE Programs
As defined and adopted by the ONC:
- A Health Information Exchange (HIE) is the electronic movement of health-related information among organizations according to nationally recognized standards. (verb)
- A Health Information Organization (HIO) is an organization that oversees and governs the exchange of health-related information among organizations according to nationally recognized standards. (noun)
The State Health Information Exchange Cooperative Agreements Program came about through the ARRA. The program focuses on assisting States to support providers achieve health information exchange meaningful use objectives. Over two years ago 56 awards were granted totaling $564 million.
Here is a spotlight on a few of the statewide health information exchanges.
The Vermont Legislature has named VITL as the operator of the Vermont Health Information Exchange, the exclusive statewide HIE for Vermont. View their services.
The Arizona Health Information Exchange (HIE) Marketplace is a program established to assist any willing Arizona health care provider in identifying viable options to participate in the secure exchange of health information
HealthInfoNet is a Maine-based, independent, nonprofit organization using health information technology to improve and transform health care quality and safety. It is the statewide exchange.
CareAccord is administered by the Oregon Health Authority (OHA), which has contracted with Harris Healthcare Solutions to implement specific services to further the electronic exchange of health information. Harris and OHA tested Direct Secure Messaging services with select Salem-area providers in March and is now expanding services to other communities across Oregon.
The Louisiana Health Information Exchange (LaHIE) is an initiative of the Quality Forum. In 2009, the State named the Quality Forum as the State-Designated Entity to lead the planning and implementation of health information technology grants contained in the ARRA. The Quality Forum has brought together hundreds of stakeholders to develop LaHIE’s Strategic and Operational plans.
