Proposed Rules Series Part IV – Incentive Programs for Eligible Professionals
Summary: The Centers for Medicare and Medicaid Services (CMS) issued a Notice of Proposed Rulemaking (NPRM) on December 30, 2009. These rules, among other things, outline the three incentive programs for eligible professionals and the provisions governing each program.  Eligible professionals must elect to receive payments from one of these three programs – Medicare Fee-for-Service, Medicare Advantage Organization Incentives and Medicaid. Learn what incentives are attached to each one of these programs and their respective timelines and payouts.

Important change to CMS Incentives: The Continuing Extension Act of 2010 was signed into law in April. It amends the definition of hospital-based eligible professionals for the HITECH incentives.  Physicians who treat patients in hospital-based outpatient clinics will be eligible for incentive payments under the HITECH Act. The exclusion will remain on inpatient or ER physicians as they are using the hospital resources in their settings.
